It’s here. Buy a song on one device, and it can be downloaded on any or all or you iTunes-equipped devices. And Jobs is proud of it:

From any device, you can see your entire iTunes purchase history and selectively download previous purchases at no additional charge. Thus ends the buy-on-iphone/sync-to-iTunes/copy-to-iPad cycle.
iOS devices (and presumably desktops as well) have the option to automatically download new purchases.
As of now, it looks like it’s only music purchased from iTunes.
Downloads look to be an unparalleled high-quality 256k AAC and can be downloaded to up to 10 devices. And, like the rest of iCloud, it’s free.
